To provide an expanded answer, what you are thinking of is regional traits. Traits that relate to where a character grew up would fall under that category - for instance, my sorcerer grew up in the Valashmian jungles, so he has perception as a class skill. However, traits which are from a faction are dependent upon you actually being a member of the faction when it is taken.

I have a PC that sort of did this.
Originally Chel faction, and took Hellfire trait.
at the start of season 3, switched to Shadow Lodge (Yeah, still get the older faction missions from the Paracountess - I figure the relationship is still there. Kind of like being two factions... sort of).
So I have a Shadow Lodge PC, with Hellfire (a Chel trait).

It was simply a closer fit than matching with Qadira, if my guess isn't off; I don't think there was a lore-based reason. Everyone else's matches either made sense or had context clues that made sense (faction missions in S2 referring to the buddy faction.)
