Can it attack with twice with a BAB of +1 at -4 1d3+3, -10 1d3+3, then use it's claws at -4 1d4+1, -4 1d4+1?
Are you talking about TWFing with unarmed strikes (without the TWF feat) and then doing your claw attacks? I haven't checked your math, but I see no reason you couldn't make those four attacks. Just remember that your natural attacks all become secondary, and you can't recycle any limbs (i.e., if your eidolon is a biped with two arms, you can TWF with two kicks and then use claws on your arms, if your eidolon is serpentine with only two limbs, each limb will need to be either an unarmed strike or a claw attack).

Unarmed strike is a light weapon (-4/-8, with no TWF), so it would be, with BAB +1 and a strength of 16:
Unarmed Strike: +0/-4 - 1d3+3
Claws: -1/-1 - 1d4+1
You can make an unarmed strike with any part of your body, so as long as you don't flavour the unarmed strikes as using your arms, you can make four attacks.
