Bloatmage Initiate feat and carrying capacity?

I've got a player who wants to go bloatmage and I'm finding something a little unclear in the boatmage initiate feat.
The description says the character is constantly under the effects of a medium load, so does that mean their carrying capacity starts at a medium load?
for example: would a character with strength 10 be basically carrying 34 pounds of extra flesh and then add any additional weight onto that?

The feat does not seem to effect your actual carrying capacity.

You simply act as if you are carrying a medium load.


So a character with the bloatmage initiate feat should incur no additional penalties for carrying a medium load?

Exactly.

You would simply take the penalties associated with carrying a medium load, and would not take further penalties until you were carrying a heavy load.
