A 200 mile by 200 mile area, that is badlands/wastelands/not desert with a small town in the south east corner (800 inhabitants) about 80% human, but all the pc races are there. There is a single mountain peak in the north west area. It rains almost daily, but the area is still very dry (think of Arizona or New Mexico in the US).
I've thought of western Katapesh or Nex, Osirion, Thuvia, even Galt, but can't quite figure out what would be best.
This is for a home campaign maybe a PbP. I have converted a 3.5 box set 1-20 level adventure and that is the area where it takes place.
There are also some goblin and orc tribes, as well as scattered local human villages that inhabit the this inhospitable land.
Any suggestions where this could best be situated?

I would suggest Hold of Belkzen it even has some lacation that fit what you mention (one of the chapters of the fiction novella 'the compass stone' Eando Kline runs into a 'mountainous stone shaped like a giant dragon' I believe this is on one edge of the hold, which is known to be the country full of orcs.

Ah, yes. That will do quite nicely. What I did was put the eastern border of the area, against the western border of the Hold of Belkzen and the southern edge of the area, against the northern Mindspin Mountains, which fits just nicely and even has a river on the northwestern border of the area.
It also has the orc tribes, and the Shoanti which can be the various tribal lands.
