Pirate Council

So my player's have are going through Island of the Empty Eyes right now, however, I have a problem. The current captain is the only one with a voting seat on the council (having just bearly won the race). The problem is, everyone else in the party is sick of her and they are ready to mutiny. Now if they do, none of the remaining characters have a seat on the council.

How would the "new" captain go about becoming a voting member of the council to continue the story line in the Price of Infamy?

The race doesn't dictate who has a voting seat on the council. That isn't decided until the end of the dinner party on the Isle of Empty Eyes.
