this seems like an over powered template the way my friends are interpreting it so I would like some help in understanding it.
we are currently running a template friendly game so the question is this when you become a werewolf and become a cr 2 creature because the entry of the werewolf lists it cr 2 with 2 levels of fighter does the mean you take the cr and adjust it giving the human form the extra levels and forgetting the +1 from the template or is it meant to be a +1 template and thus not extra class levels gained thank you

I think you posted in the wrong forum. This probably goes in either the Rules forum or Advice forum rather than Customer Service.
A level 2 fighter NPC is CR 1.
A standard wolf is CR 1.
A lycanthrope template adds +1 to the CR of the base creature or base animal, whichever is higher, so, since the base creature and base animal are both CR 1 in this case, either one +1 is CR 2.
So whatever level your character is, the CR would be +1 above whatever your character's CR would be without the +1. You don't gain the classes (or the HD) the sample werewolf has.
Looking at the section on Monsters as PCs, it looks like you should probably just treat your character as his class levels +1 if he has the werewolf template.
So a level 1 rogue human werewolf would be treated as level 2 character.
That would not be the same as saying his CR is 2. As an NPC his CR would be 1, but that's also in part because NPCs have less gear than PCs. If he's equipped as a player character, his CR is probably 2.
Does that make sense?
In other words, just treat the features of the werewolf template as a 1-level class.
