Fine size npc

How would one go about trying to make a npc go from a standard medium size race, ie: human, dwarf or elf, into a fine size(four inch tall) human dwarf or elf?

The spell reduce person only allows one size change and doesn't stack with other forms, and polymorph acts as reduce person on humanoids.

Polymorph any object leaves more room to interpretation and i think would allow this to happen, but is a high level spell and would make said person permanently that size.

Are there any easier and less permanent ways to reduce size to fine than a 8th level spell?


If it's an NPC, why not use ye olde GM-plotmagic? Maybe he had a reduce person cast on him in a place that strongly resonates with transmutaion magic or in a wild magic zone or was cursed/blessed by a fey or whatever. Might even make for a nice plothook to help him find a cure.

Thats not a bad idea. I might use that theme as a plot line later. I ask though as pc's are attempting to make this npc that size. I didn't how to make a fine size pc or the like so as to avoid attempts to make a playable fine size pc.
