Those, I think, are for the in game Pathfinder Society, rather than specifically PFS play. So, you'd have to be a Pathfinder in game to take them. Then again, GMs word is absolute so that isn't necessarily true.
Traits are really something you need to clarify with your DM. But as Albatoonoe stated the traits are not for PFS play... but for characters that a members of the Pathfinder Society in game. It is kind of like a special region trait.
That being said out group has opened up traits pretty wide so you can select almost anything you want and it has not really damaged our game balance wise.
