I've not played in a PFS game before, and was thinking about rolling up a paladin and heading to an event some time in the near future, but I'm not really clear on what is, and isn't, legal. My specific queries:
Oath of Vengeance
Fey Foundling
Greater Mercy
Extra Lay On Hands
What skills would be most useful?
Languages?

A) Yes
B) Yes (use version from Inner Sea World Guide)
C) Yes
D) Yes
Skills: Perception, Diplomacy and Know (Local) are always useful. Others are dependant on what modules you play and what faction you select.
Languages: Tien is obviously a good choice if you are adventuring there. Monstrous selections if you want to talk to monsters you fight. Total personal choice here.

Regarding Fey Foundling, I've only ever seen one version of it (on PFOGC--+2 HP/die of magical healing, +2 on saves vs. death effects, take +1 damage from cold iron. Is that the ISWG version?
Is the specification the reason that this feat is marked with an * in the Additional Resources listing?

Thanks for pointing out the asterisk text. There's a jumble of information on that page, and scanning it quickly didn't yield anything, while I just don't have the patience to read through the document in full trying to find the one line indicating the meaning. Why they neglected to use the established norm of including a footnote with an explanation of super-scripts and symbols, I don't know.
As for your comment, that seems debatable, and I can certainly see about getting the relevant page scanned and printed from a friend or some such.

I hate to be the bearer of bad news, but Nebten is technically correct about needing to possess a copy of the relevant book:
Paizo Publishing produces a wide range of sourcebooks that further explore the game rules and world of Pathfinder. These volumes contain a huge variety of options to help you customize your character. You can view a frequently updated list of all campaign-legal Additional Resources online at paizo.com/pathfindersociety/resources. In order to utilize content from an Additional Resource, a player must have a physical copy of the Additional Resource in question, a name-watermarked Paizo PDF of it, or a printout of the relevant pages from it, as well as a copy of the current version of the Additional Resources list. You must inform the Game Master that you plan to use Additional Resource material before play begins, so he has a chance to familiarize himself with the new material.
Now, I am not wanting to turn this thread into an argument about this, as I am sure some people will jump on it (heavens knows this has been hashed-out before!); I am simply wanting to let you know what is, RAW, correct.
Practically, owning a copy of the relevant book(s) (even if only a .pdf version) helps to support Paizo, and enables them to continue to produce books, which I am sure we can all agree is a good thing :-)
That said, in my experience (which, I realise, is not necessary the experience of all PFS GMs/players), most GMs don't do character audits, or check to see if you *do* have a copy of the rules with you, but it is still polite to have them, so that the GM can familiarise themselves with them, if they come up.

As per the guide to organized play, you are welcome to bring a photocopy with your character record in order to use it. Your friend is not, however, allowed to send you his electronic copy.

On another issue, regarding advice about languages - each 'season' of PFS has a general 'theme' - in Season 3, it was Tian-Xia, so Tien was the language of choice; in Season 4, it is Varisia, so Varisian (and, if you have ranks in Linguistics, the 'dead' language Thassilonian) is a good language to have.
