If you're trying to cast a spell that has verbal components and you can't speak (and don't have Silent Spell), you can't cast the spell.
Similarly, if you're trying to cast a spell that has somatic components and you can't move (and don't have Still Spell), you can't cast the spell.

You can overcome certain distractions, such as taking damage in combat, and still cast on a high roll. But no roll will overcome being incapacitated, as Oladon has shown.

Be grateful that you can't, otherwise no-one would be silly enough to leave your spellcaster tied up.
