Not a player race. Its the villain in a campaign I'm working on. I want to keep him a few levels above the players but not an automatic death for facing him. His dual form causes him constant pain. He fell in love with a human woman but through a series of events has lost her soul. Now he preserves her body. He is dedicated to balance within the cosmos, so being the villain conflicts with his nature and will work towards restoring balance once he has saved her soul.
His mother was a celestial and his father was a devil. His mother fled from her friends and family as they saw his conception as an abomination. She was taken in by an outsider known as The Eternal Scales. His mother died in birth and he was raised by The Eternal Scales. He was taught that the balance was key to holding the cosmos together, and any unequivalancy must be balanced out. He takes care to measure how every action will affect the universe.
So basically I'm looking for a hybrid race of celestial and fiend. The problem with applying both is that I need a base race. Applying the half-fiend to a celestial or vice versa could work but if there is already a hybrid race to work with I would rather do that.

Take a Crossblooded (celestial bloodline/fiendish bloodline) human sorcerer of the same level as your party and apply the Half Celestial and Half Fiendish creature template to him. You end up with a creature that has a CR 1-3 higher than the level of your party members. If you need to make him more or less powerful you adjust the levels of sorcerer to match.
There is no already hybrid race as this isn't something that typically happens, but if it fits your story, use a human as the base creature (as humans don't get any abilities that lean in one direction or the other) and give him levels in sorcerer for added powers, fighter if you want him to be a martial character.

Seems like you should look into making a "Nephilim" race. NOTE: Nephilim are either Half-Angel or the child of an Angel and Devil.
Or just apply the Half-Celestial Template to a Tiefling or the Half-Fiend Template to a Aasimar or both the Half-Celestial and Half-Fiend Templates to a Human.
If he wants them to be equal parts celestial and fiend then I think the only way to to apply both templates. An Aasimar with the half-fiend template would end up being mostly fiend with just a little celestial, which I don't think is what he's after.

I am currently working on a hybrid of these two outsiders, but first wanted to get ideas for the crossbreed and also see if its already done.
I know there is concordant killer for 3.5 but wasn't sure if their is a pf equivalent.
Just make him human. The good and evil 'essences' would either cancel or balance out in him and he could be left as a mortal.
Or make up something unique with the advanced race book.

I wouldn't say the good/evil essences would "cancel out". That amount of power wouldn't just vanish. Likely, it would be a chaotic, raw miasma that he barely had control over, which makes me think of a Crossblooded Sorcerer.
