I can only imagine they don't want to force DMs to deal with card decks. Maybe they are worried that a cardshark could manipulate their deck to always get the card they want. Or maybe they don't want to mandate that a character actually buy a Harrow Deck to play the character. I'm just guessing.

Well remember that it offers a system to do it all with just dice which helps to remove that issue.

I wasn't privy to the discussion about it, but there are often non-mechanical reasons for a class or other option to be restricted from play in PFS. Generally, they don't fit the flavor of the campaign and/or the setting.
