Was thinking about making an item for one of my players, but beside the bonuses it gives I kinda want to give him a penalty. Like lower one of his skills or an ability score. Would that be legit? and is there even a pricing for such a thing?

Not really. And be careful about pricing them - penalties can be irrelevant to some characters; the drawback shouldn't become a mere cost reduction.
Like imagine, something that gives your some physical stats, but gives you physical animalistic characteristics...imo it would affect your cha and the way you cha and your diplomacy
