Tugging Strands (Su): At 8th level, you can force a creature within line of sight to reroll any one roll that it has just made before the result of the roll is revealed. Yeah the problem though is that it's replacing a 6th level ability which makes me wonder. Also interested to see if there is a 3rd spell missing that was left out.

There are numerous abilities out there that replace abilities otherwise gained at a different level. Tugging strands is substantially more powerful than the ability it replaces, so it makes sense that it would be delayed a bit in becoming available.
Remember that you'll still get the normal Luck domain spells, you've just swapped aid and protection from energy for augury and borrow fortune.
There are several subdomains that only give two replacement spells, such as Freedom, Ferocity, and Growth.
