If a rogue has concealed weapons, and brings them out in combat, does he get sneak attack with them? Let me clarify that a little more. I would say obviously yes if combat hasn't started yet. But if a person is already in combat, and they aren't flanked by the rogue, I would say no sneak attack damage.
Thoughts?

If the target isn't in any of the conditions of Sneak Attack (i.e. being denied his Dexterity bonus, flanked, etc.) there is no sneak attack. IIRC, there's a feat in the Adventurer's Armory to do exactly this, I think (via allowing a Feint check with drawing the weapon.) Alternatively, there's the Betrayer feat in UC. Note that drawing a concealed weapon is a Standard Action, except in the case of Quick Draw (which makes it a move action.)

Sneak attack damage would apply only if the target did not perceive the rogue as an enemy. If they do not perceive the rogue as an enemy they are not going to be concerned with defending themselves against the rogue and would therefor be flatfooted. Having the weapons concealed may cause the target to think the rogue is harmless, but the sneak attack damage would be granted because the target isn't reacting properly to the rogue, not because the weapons are concealed.
