Not all characters can offer or accept a given type of contract. Engaging in some contracts may require skill training, merit badges, and specific character abilities.
I have a curious question on this statement. Does this mean contract/barter companies wont be able to enter into these contracts ? I will Tony's for example because most of us know the name.
Tony's has a contract with company A for 20 ore a day.
Company B wants a contract for 15 ore a day.
Tony's doesn't have any skills in ores or mining, can he enter this contract ?

good question. chances are that when a contract is sent out into the world specifics will be made there not on a discussion determining details after. example
tony makes a contract for a guard position for 12am to 2 pm. anyone and their cousin can accept this contract.
tony makes a contract for a guard position for 12 am to 2 pm. with the condition he checks everyones aglinment as they pass the main gate to make sure no evil or chaotic characters walk into town. only someone who has detect alignment can accept this contract.
to answer your question, tony can accept any number of ore contracts as he wants as long as no one submits any conditions to the skills (like the ability to manage a ironmine) that he has no access to.
anyway I hope this is how the system works and was how I interpreted it.

I suspect the contract limits will be for those that it is impossible to accomplish the contract.
If there is a contract to craft a magic sword, you cannot take the contract unless you have the skills to actually craft a magic sword.
Similarly, a theft contract that requires you to go unnoticed would be impossible if without stealth skill.
Basically it keeps people from accepting contracts they have no hope of fulfilling.

So you're suggesting Tony negotiate a contract, then sell it to someone who can fill it?
I think you're missing the point that Tony just makes bread. He's not trying to get rich and he is definitely not associating with any unsavory types. Whatever else you have heard about Tony is just bold faced slander.
I emphasize: Tony's Totally Legitimate Breadmaking Business is not a front for any kind of underground business, like say for example assassins. He just makes bread and listens to your problems.

Keeping a low profile and out of veiw is paramount to survival. I want one person I can go to and they say, heres the contract, go do business.
