Boots of the Eternal Rose

I have a question about the Boots of the Eternal Rose:

Can the creation of flowers be done at anytime, or only during a performance?

Quote:

As a free action once per round, you may conjure a beautiful, nonmagical, common flower (rose, pansy, sunflower, daisy, and so on) which lasts 1 day before fading to perfume and dust.

Since there is no line there stating, "while you are dancing" or some such you can simply do it once per round as a free action.
