So let's say you're "throwing" a weapon, we'll say an Alchemist's Bomb. It has a 20 foot range.
I'm flying 60 feet in the air, hovering directly over my target.
Can I just drop it on him without penalties since I'm not really aiming/throwing/overcoming gravity and friction?
Or am I just reading too deep into it and range increments are range increments no matter what?

I am sure you notice there are no hard and fast rules about this situation given the question but you still have to worry about wind if your outside which most likely you would be at 60 feet. As a GM I apply the penalties but ignore the first range increment penalty.
