Benefit: Spells you cast that deal damage, channel negative energy, or otherwise harm life do not hurt normal or magical plants. In addition, whenever you cast a spell that utilizes, heals, or enhances normal or magical plants (such as entangle or plant growth), you cast the spell at +1 caster level.
If someone with this feat is attacked by something with the plant type, can he turn the feat off or is every plant immune to his spells?

I would say no, you can't turn it off. It does not say "You may do this" or "You can do this". It doesn't give a choice in the matter. You take the feat, you get the effects. Feats that can be turned off all say "you can" or "you may".
