Monster stat-blocks

Books that are not part of the core assumption are referenced in season 4 scenarios, monsters (available on the PRD) are presented without stat-blocks. Does this new norm apply to Quest submissions?

Can we do the same with NPC stat blocks referenced from the NPC Codex or Gamemastery Guide?

I would think so, since the S4 NPC notes are referenced to the GMG.

If we change the equipment for the creature from what is listed online(PRD), do we just list the changed line entries (whole lines) or have to reproduce the entire stat block?
With a tight word count no changes would be best... but I'd figure I'd ask as spell use like Mage Armor and Shield affect AC, or changing bodies gains you new armor.

In your example, list the creature's Combat Gear and/or Other Gear sections as appropriate. In addition, list any sections of the creature's stat block that were altered as a result of using the gear.

As an example, let's assume I have a 3rd level warrior (normally longsword and javelin as weapons), and I want to give him a longbow and cloak of resistance +1. I would need to provide the following in addition to the normal micro stat block:

Saves
Ranged attack line
Other Gear
