Well This monster is from the Tome of Horrors Complete, a Third Party Publisher.
It would be up to the GM if it were available to you.
It looks like its positive energy aura improves abilities and spells that rely on positive energy.
In terms of healing the party, i assume it would have to touch a party member as a standard action in order to heal them.
Thats my best guess.
