Stone shield and small characters

Does a small character, such as a halfling, hiding behind a 5'x5'x1" wall of stone get total cover from those creatures and characters directly on the opposite side?

I don't see why not.

I would say yes...but would remind said halfling player that total cover works both ways. If he has total cover so does the bad guys.

Not sure how that's too much of a problem. Enemy attacks halfling. Stone shield pops up as an immediate action, granting him cover or total cover. On the halfling's turn, he steps out from behind the cover and blasts the bad guy.

Is this a spell, or magic item creating this little wall?
