Action to free yourself from Iron Bands of Binding

What is the action to break/escape an Iron Bands of Binding? Its a DC 30 Strength check (to break) or a DC 30 Combat Maneuver/Escape Artist Check.

Using escape artist to escape from manacles isn't really an "action". It takes 1 minute of work. Combat Maneuvers (and I'm pretty sure strength checks as well) are standard actions.
