I'm new here, so take this answer with a grain of salt. I think that most of the special race chronicle sheet boons are given out at Bigger Cons. I've also noted that they seem reserved for special event prizes or rewards for GMing.
I think I read somewhere that Goblin was handed out to around 40 lucky people for placing in some contest at one of the big cons this year, and that Kitsune was handed out to some GMs for running at the larger cons.

Goblin boons were handed out as a one-time thing at GenCon this year.
Kitsune boons are seen far and wide, for players and GMs alike. Just note that appearing at a con isn't a guarantee of getting a boon, let alone a race boon. Most cons which qualify for prize support receive a random assortment of boons and hand them out in some sort of randomized fashion. Each con seems to have a different way of going about determining who gets which boon.
As Eric noted before, Con Organizers don't even know which boons they will be getting until they receive them from Mike a little before the Con starts.

My wife and I left Gen-con with 4 of them, were given 2 more by friends that were also infested with foxes, then at the last con we went to (Ucon in MI) got..... you guessed it, a Kitsune boon.
We have become the dork version of the "free kitten box" seen outside of markets back in the 50's
Sadly for you, we have now given away all of our Kitsunes, our local gaming group looks like it attended the local furry convention.
However Kitsune is SUPER common, ask around and you may find someone with an (or more) extra.

Wait - are we allowed to give away boons?
Like - Hypothetically if I go to a con, get like three boons. I can come home and gift them out?
I think it's only frowned upon to sell them...but giving them away or trading them seems to be OK. Since their owners are not necessarily "registered" it's generally not something that could be tracked anyway.

I was given a Tiefling race boon a matter of weeks before tieflings became fair game for everyone. :P
Interestingly, the benefactor also promised to come and kill the resulting PC, but has yet to make good on said promise. He'd better hurry, because three other GMs have already come very close to stealing that honor. ;)

Wow, that's pretty close. The only problem is that it often depends on the player behind the character.

That and he's a tiefling therefor it comes pre-installed with a bullseye on its chest.
Really. Even without trying, I almost killed a Tiefling PC a couple of weeks ago. With a water bug, of all things.
Water bug comes up, hits him, doesn't grab.
Second round, no one else has gotten there yet, PC doesn't run away. Water bug hits, knocks him out, grab succeeds.
Third round, bug starts dragging PC underwater. PC fails Fort save, first round of dying. Other PCs start trying to deal with bug.
Fourth round, PC would be unconscious if he weren't already unconscious. Another PC actually tries to fire a bow at the bug from an adjacent square. Bug drops the Tiefling, bites the other PC. Other PC,being a 1st level Elf Witch with a Con of 8, died on bite (crit, IIRC). Grabbed body, bug started leaving with freshly killed meat.
Fifth round, another PC managed to grab Tiefling and get their head above water, just before the Tiefling's third round of drowning. Death averted for Tiefling, narrowly. Witch dead.
GM, feeling sorry for new player with now-dead first PFS PC, lets the player bring in a replacement PC, and finish the scenario.
