Or is there already one out there that I don't know about? I would sure love to buy one.

There's already been one. Green Ronin did this and TSR did this and Hinterwelt did this. And really, you would need this and depending on which era you want, this. (It's not d20, but GURPS did this.) If you want to know if one of them covers something in particular, ask. I have all of them. (IIRC, only the TSR book really covers slave prices in any way.)

You'd probably well served by the Osprey books for the time frame you want, a good copy of Gibbon, and way too much time in the proper section on Amazon or Barnes&Noble. The sheer volume of information, the spread of the empire, the 600 years of events, well, you're in for some research.

Good luck looking for material on Carthage. Your options include what their enemies wrote about them and what archaeology has managed to pick out of a site that was picked over, then picked over, then picked over, then buried under the sand and then picked over again.
