Metamagic Scroll cost and "Trump Light!"

Rules Questions

Ok -- My question is two fold here:

1) Scrolls can be made with meta-magic feats -- but how is the cost for these scrolls calculated? I know the basic scroll formula is "Spell level x caster level x 25 gp" -- So does that mean a "Heightened Continual Flame" is spell level 4, (3+1 to the spell level?) Does that make the caster level 7 because that's the minimum level to cast a level 4 spell now? 4x7=28 ... multiplied by 25 = 700gp for the scroll, yes?

Ok... now the second part:

2) "Light spells counter and dispel darkness spells of an equal or lower level." -- So, a item with heightened continual flame, being a level 4 spell, will always trump the normal version of darkness that would regularly counter it (which I believe is level 3 deeper darkness)... right?

I was thinking of casting one of these spells on a magnet and sticking it to my armor like a friggin' "tap-light" they sell on infomercials -- maybe magnetize a cup to sit over it when I want the light to be off.

Does this work? Why or why not?

I might be way off, because I think I saw someplace else that the spell should cost 330gp... is that to get it cast by a priest and that's different than a scroll?

how much does it cost to hire a cleric to cast the spell, say on a locket so the heightened light can be turned off/on by closing/opening the locket?

1. Yes. Higher effective spell level requires higher minimum caster level.
2. Yes. Heightened Spell feat exist to increase saving throw DC and help with overcoming effects that are based on spell level.

Carrying item with heightened continual flame to negate effects of magical darkness is good idea.

The 330 gp price would be for casting the spell as a service: effective spell level x caster level +50 gp for component. It's cheaper than buying the scroll which would cost 750 gp to buy (or 400 gp to make).

The sole problem with this scheme is that finding caster that knows the Heightened Spell feat and provides services might take time.

My party is presently in a Capital City -- namely Eleder in Sargava -- approx 10k people. Is it safe to assume a city of this size would have such a cleric?

I want to make sure I raise the right questions, but don't want to waste my GM's time with 50 questions if I can do my homework and give him 10. Or is this sort of thing soley GM discretion so should definately be asked? how big is "big enough" for the city size to answer these questions? I know the city has at least two large temples.
