Three possibilities come to mind:
1. Fused Eidolon has three or more natural attacks: Nothing happens because the Multiattack feature would grant the Eidolon Multiattack feat and it can't have feats.
2. Fused Eidolon has one or two natural attacks: Multiattack feature grants the Synthesist extra natural attack at -5. (Fused Eidolon feature states that it grants the Summoner access to the Eidolon's special abilities).
3. Fused Eidolon has no natural attacks (not likely because each base form grants free natural attack evolution, but there is still possibility of losing them through devolution spell in certain circumstances): Nothing happens because there is no natural attack that could be made one more time at -5 penalty.
