I am having a hard time believing anybody "needs" a half-orc svirfneblin in their game, but whatever.
What you're asking for here is a lot of work. The svirfneblin has ridiculous amounts of goodness as a PC that if simply piled onto a half-orc would make for a very unbalanced character. Plus, there's the height difference.
A cursory glance of the two makes me want to tell you to just use a dwarf, since if you were combining them, and eliminating a few things here for a few things there, it actually comes close to being a dwarf.
But if you really must, must have this, you will need to provide more particulars. Such as which size category you expect it to have. Also, some fluff would be nice. You can't expect this creature to walk away with both the intelligence, magic, and the lack thereof, of its two parents. We need to know what role this thing is supposed to fill in your world.

Bruunwald has a good point. It's hard to design a race without knowing what role it will fill in your game. But the obvious mesh between these two races for me is a primitive cave-dwelling race conceived from rare encounters between deep gnomes and cave-dwelling orcs. Their orc heritage makes them somewhat larger, with a touch of ferocity, while the deep gnome heritage gives them a special insight into the stone that makes up their homes. They are antisocial and care little for even basic hygiene and are thus highly unpleasant, but tough as a result of their living conditions. Think "Gollum."

It is indeed a bit dwarfish, but the specific abilities are different enough, and the ferocity and stoneseer abilities tie in directly to the parent races.

okay, I can give you the reason for it in my game. One character, a female orc, is pregnant, but doesnt know that the father is svirfneblin, or that she will be having twins.
So this doesnt need to be a playable race. There could be one that is more orc, and the other more svirfneblin. they could be weak or powerful. there could be any amount of crazy involved in these two children, and in fact I promote it.

well, I have on many occasion encouraged the players to drink while we play. Most of the time this has been just fine, sometimes not so much. this was one of those not so much times. Long story short, everyone was drunk, I wrote down a note saying "Grunhilda is preggers" that I saw the next day, but I, and the rest of the party, had forgotten the particulars how and why, so I random rolled it, and got svirfneblin as the other race.

Haha! That's pretty funny. I can only imagine some multi-headed, aberrant offspring the will be blood thirsty and somehow good with animals from below the earth. And now I laugh in terror.
