Let’s say I had a 4th level Bard that could Craft Wondrous Items, had the bard version 2nd level spell of Rage. And he wanted to make a Farquad Helm of Rage for his emo Ranger friend.
So a standard version of this Helm would be 2nd level spell x 4th level Bard x 2000 gp / by (5 divided by charges per day) = price. Let’s go with 3 times a day and it would be 2 x 4 x 2000 x 3/5 = 9,600 gp
The Duration of the Rage spell is concentration + 1 round/level (D). So since the item crafter had to stop concentrating to finish the item, I guess each activation would spit out 0 + 4 rounds of Rage. {More later}
So if this same angry Bard made 7th level had the Magical Lineage trait (Rage) and Extend Metamagic available, could he make a Extended Rage Farquad Helm of Rage? And if so, what would be the price? Would he base it on a 2nd or 3rd level spell?
This would be reduced because of the Magical Lineage trait.
I already know he can craft items with a lower minimum caster level, but what IS the minimum caster level of Extended Rage? Is it 4th or is it 7th?
I wouldn't let him cast metamagic of a spell level he couldn't cast, but crafting allows you to reduce the minimum.
(As a complete aside, I am not sure if you are allowed to even Extend the Rage spell:)

He actually doesn't have to stop concentrating to finish casting the spell, it's only a move action to hold or maintain a concentration spell. And you can hold that spell and still cast a new spell, even one with it's own concentration to maintain. But ignore that for now, as your entire question is invalidated as you can't extend rage anyway, nor can you add a metamagic feat to a wondrous item.
You can still make the helm, and probably better than what you wanted anyway by simply following one the two examples below:
The mechanics for making wondrous items has it's own modifiers for spells with durations though which you may have overlooked.
The duration for the spell Rage is measured in rounds, which affects the final cost quite a bit (x4)
So you're now looking at:

Where does it say that maintaining a concentration spell is a move action, or that you can cast a new spell while doing so? This is the second time I've seen this on the forums, but this section in the magic rules says otherwise:
The spell lasts as long as you concentrate on it. Concentrating to maintain a spell is a standard action that does not provoke attacks of opportunity. Anything that could break your concentration when casting a spell can also break your concentration while you're maintaining one, causing the spell to end. See concentration.
You can't cast a spell while concentrating on another one. Some spells last for a short time after you cease concentrating.
As for the helm, the guidelines for crafting magic items only apply an extra cost for spells with durations measured in rounds if the item functions continuously. This is supposed to balance continuous items that grant a spell with a powerful, short-duration effect with items that have a less-powerful but longer duration effect. Boots that give you constant +10 speed as per Longstrider should be more expensive than boots that give you constant +30 speed as per Expeditous Retreat, though both are first-level spells. If you're casting the spell 3/day, each casting will have a duration measured in rounds as opposed to minutes or hours, so it doesn't need the extra price balance.
If you're using the formula and you want 3 uses per day with extended duration, increase the caster level. If you want it to grant 8 rounds of rage 3 times a day, make a Helm of Rage CL 8 for 2 x 8 x 2000 x (3/5) = 19,200 gold. Spellcraft check DC 13.
Alternatively, you could base it off Boots of Speed, which grant a spell effect of similar power for a number of non-continuous rounds per day, activated as a free action. In this case you'd get 10 rounds per day for 12,000 gold, and you could probably get extra rounds of use by increasing cost proportionally. (This is what I'd do since it feels simpler and more easily balanced to me.)
Remember to get your DM to OK any of this, since it is a custom item and all custom items require DM approval.

I would handwave concentration when making an item, unless there are distractions during crafting. Since the helm will affect the wearer, I would go the boots of speed route and give 10 rounds a day, used however you want. For the command phrase, I suggest, "I'm not happy!". Turning it off, "I'm better now."
If they fail crafting, the cursed helm of berserking will rage them till it is somehow removed. You cannot stop to remove a helm yourself while raging, sorry.
