lets say you do not have the prereqs for a feat can you choose not to take it until you earn the requirements for it? For example play a feat short on your character

Sadly, no, you must take a Feat when you have the opportunity at level up.

Beckett is correct. However, IIRC several developers have stated that it should pose no problem to house rule it so that you can take a feat early (but not use it).
