Huh... can you channel spells through a whip as a Magus? (Too lazy to look it up right now.)
Magus is probably your best bet. Or a Cleric with Whip as his God Weapon.
I haven't played the game, but based on the youtube video I just watched, straight Sorcerer would be what you're looking for.
Guy did nothing but cast spell-like effects (even his melee attack seemed more like a touch spell than a real attack).

Some kinda touch spell (Shocking Grasp maybe?)
Scorching Ray (sub for Cold)
Scorching Ray (Fire)
Fireball
And that's all he really did.
3.5 warlock would be the closest i could think of for pathfinder i'd go ancient lore keeper oracle to get a limited selection of wizard attack spells while able to wear armor and look goth.
For those familiar with the game, any ideas on what class(es) he would have? Magus, or some fighter/sorcerer/eldritch knight combo?

maybe you just flavor his spells:
instead a ray of light for a magic missile, there would be explain like this: "he point his fingers at you, and from his cape, a X number of illusory fire bats comes out and bites you" (well, this is for a hellfire from dracula)

Some kind of eldrithc blast (those rays he shoot at you)
a flame sphere modified to be cast as one for every Xlvl
and black tentacles for those rays of light upcomes the ground with that shape and makes harm
and for the explosion he causes, maybe some kind of fireball, its occupy at least 30ft
