Is there a college in the Inner Sea region that teaches elementalism instead of or in addition to the traditional schools?

I don't think any of them are directly stated as teaching the elemental schools, but I'm sure you would be able to find elementalist wizards at any school. Seer of the Spring in Magnimar probably has a lot of Water elementalist wizards.
I imagine many wizards graduating from Magaambya would have an elemental school rather than a typical specialization.
