RAW, not in the same round. Bombs are a SU ability that take a standard action to create and throw. Spells typically take the standard of that round to cast.
Casting the spell then trying to create the bomb might create the situation of releasing the charge on the items used to make the bomb (as it isn't one singular weapon until made).
If you had the bomb made and then used the spell combat it looks like it would work, you would just be limited touch attacks (per day as per the bombs) and only one target effected (main target, not the splash targets, effected) by the spell.
