Liberty's Edge

If I want to create a magic item with a spell effect that's normally an area but I want to reduce it to a single target (the wearer of the item) would that affect the items cost?

As per the guidelines themselves, no. If you want to you could try to work something out with your GM, however.

Well, I am the GM in this instance...

Well there are rules for making an item restricted by alignment of the caster and this can lower the cost by 30% If you are going to custom rule it by adding that disadvantage I would go no more than a 30% discount.

BTW what spell are you talking about? Another option might be to just lower the spell by one level (I.E. price the item as if it was a 2nd level spell instead of a 3rd level one) As the GM you have a lot of freedom but be careful of giving too much of a discount.

Lunar Veil, a 7th level spell from the APG.

Here's my concept write-up:

Mother Luna’s Forgiveness
Aura: strong illusion CL: 13th
Slot: Neck Price: 191,100 gp Weight: --
Description: A polished onyx disc ringed in silver, this amulet represents the full moon during a lunar eclipse. When worn next to the skin, this amulet prevents a good-aligned lycanthrope from shifting into hybrid or animal form for as long as they continue to wear this item. Any constitution checks made to change shape while wearing the amulet automatically fail. If the wearer is evil, this item automatically deals them 1d6 points of fire damage every round until the amulet is removed. This damage bypasses DR.
Construction: Requirements: Craft Wondrous Item, lunar veil; Cost: 95,550 gp

Shadow Lodge

You could give this thing a steep discount without unbalancing the game because unlike the original spell it can't be effectively used offensively.

The purpose of the spell Lunar Veil is to deny lycanthropes the extra benefits of lycanthropy (DR, natural armour, ability bonuses, senses, natural attacks) which are only available in hybrid or animal form. This could be very useful if you're fighting a bunch of weres.

The only benefit of wearing the amulet is that you retain human form. The only benefit of retaining humanoid form is that you remain in control of your own actions. This is a significant roleplaying benefit but adds very little to the power of the wearer. In terms of power, it's certainly not worth almost the cost of a +10 weapon.

Since it's a story benefit, you should price based on story. What role would this item play in the story of your game? Is this a game where lycanthropy is a feared and debilitating curse that only the most legendary magics have any hope of overcoming? Or is it a scourge of the common people and minor adventurers, but one that a pure-hearted hero should be able to overcome with the help of a magical talisman? Do you want NPC lycanthropes with suppressed transformations to be almost unheard of, or unusual but known? Do you want it to be possible for a PC to be a suppressed lycanthrope?

Liberty's Edge

I like my lycanthropy to be a dreaded curse whose cures are as deadly as the affliction itself. This ward is meant to be rare but not on the scale of being considered an artifact. The common prejudice is that all werewolves are evil beasts and even for those that become werewolves by accident it's thought of as only a matter of time before their bestial nature takes over for good. This is the sort of talisman that's meant to be a blessing for the poor soul struggling to maintain his humanity in the face of not only his monthly transformations but the stress of hiding what he is from those around him and the prejudices that follow if the truth is ever found out.

Shadow Lodge

Well, it's really hard to price story benefits, but if you don't want it to be artifact-level then 50K is probably plenty. That puts it out of reach for all but legendary characters (level 11+), and probably not actually affordable for a PC until at least level 14 since they can't spend too much on items that are non-essential to survival. Very few NPCs could even hope to afford the item. Keep the high caster level and spell requirement to make it more difficult to craft (though note a high Spellcraft check can let you craft unusually powerful items given sufficient funds). If you're worried about breaking formula, note that a Handy Haversack is much lower cost than its spell requirement (Secret Chest) would suggest.

At this point, though, the cure isn't "as deadly as the affliction," just expensive. Consider including some penalty to the item. For example, the wearer takes a -2 penalty to Dex and Wis during the full moon due to the stress of a suppressed transformation.

Liberty's Edge

The conditional penalty is a good idea. Thanks.

Liberty's Edge

Well, thanks to a suggestion from my wife, I was able to significantly reduce the cost by using true form instead of lunar veil as the item's crafting requirement. With the good-alignment requirement, the new reduced price is 39,200 gp market value and 19,600 gp to craft. This reduces the items' CL to 7th and changes the aura to moderate abjuration.
