What does sleight of hand check mean ? What kind of action and what DC do i use ?

Sleight of Hand, like stealing something.
The DC is the perception check made by the target.

Check the Sleight of Hand skill section in the core book. Making a sleight of hand check is (usually) a standard action. The DC will depend on other factors such as exactly who you're trying to pick-pocket and what you're trying to steal from them.

Here's a scenario: You try to lift a purse. You roll your sleight of hand check and fail. Knowing that you've failed, you want to get away from your target, but since you've used your standard action to make the attempt, all you have left is your move. You can't withdraw, because that's a full-round action. You attempt to move away from your (now alerted) target. Target gets an AoO as you leave his threatened area (despite looking like an old man with a walking stick, he's a billiontyth level monk). He uses his AoO to grapple/trip/stun/something else you while calling for the watch.

If you have Fast Getaway, you can perform the withdraw as a move action, so no AoO for Grand Master Moneybags.

Slight issue with your scenario - you have to successfully make the check to get the withdraw-as-move. It seems to me, however, that if you get the item(static DC 20), but are caught (opposed Perception) this talent lets you skedaddle out of there before the beatdown doth commence. Succeeding on either the static DC or oppsoed check should count as success for purposes of using the talent. You shouldn't have to succeed at both.
