Lets say, for example, a group of travelers are on the road and they're attacked by bandits. They are victorious, but during the fight their cart was damaged. The spell Mending specifically states all the pieces must be present in order to make repairs. If all the pieces could not be found, but new materials are able to be supplied for repairs, could the spell still be used to make repairs on the damaged cart?

You could interpret this as just having the pieces that an object requires to be whole to be present, or it can be seen as the pieces of that specific object must be present (this is more evident if that sentence is read in the entire description).
Personally, I don't see any issue with providing new materials if all of the previous ones are unavailable. However, I would never let any change happen to the stats of the item. Such as, if a sword is broken and pretty much only the hilt is left, and someone gets mithril to reforge it using Mending, it would not be a mithril sword.
