Racial hit dice are always the average, rounded down.
An eidolon starts with 1d10 racial hit dice, so 5.5+Con, rounded down to 5+Con.
An animal companion starts with 2d8 racial hit dice, so 4.5+Conx2, or 9+2xCon.
Where does it say that? For some reason I always thought the hit dice are rolled. One could house rule the average; but the default is that they are rolled.

In PFS play, all random rolls like this are averaged as indicated (with a special "half plus 1" rule for player character hit pints above first level). In private games, the rules for hit die rolls are whatever your DM says they are. If you are the DM, you decide.
Personally, I consider the idea of rolling hit points or ability scores to be a sacred cow that should have been slaughtered years ago -- but that is a matter best discussed in a forum other than this one.

"How do I determine hit points for my animal companion?
Animal companions receive average hit points per hit die. For d8, the average is 4.5. Multiply 4.5 times the number of hit dice your animal companion has and round down. Recalculate hit points for your companion each time it gains additional hit dice. After its hit points are calculated, add in appropriate bonuses from its Constitution modifier, feats, and so on."
This would also apply to Eidolons
