I'm just a tad confused about the wording of Sleet Storm. It says it "blocks all sight (even darkvision) within it". Does that mean:

A. No one, regardless of position (outside or inside the Area of Effect) can see things inside of the Area of Effect of Sleet Storm.

B. Those who are within the Area of Effect of Sleet Storm lose their vision, but those outside of the Area of Effect can see those inside of Sleet Storm.
