Can a player be in 2 permanent telepathic bonds and choose which one he wants to communicate through. Thx for any insight

Yes. It's no different than normal speech; you're not constantly hearing everything the other person thinks, you're only hearing the thoughts they direct towards you.

so if you are in 2 permanent telepathic bonds than you could choose to say something to bond 1, and than something different to bond 2.
