Do rending claws grant 'rend'?

No, by RAW the feat does not grant the Rend ability.

While similar in concept, Rending Claws grants additional precision damage to your second attack, while Rend is an automatic attack that activates when two or more claws hit. Rend is different because it is not precision and adds your strength bonus to the attack (it is treated as a separate attack).
