I have come across a few characters with Extra Channeling feat taken multiple times. Is this a special Pathfinder Society rule - since unlike Extra Hex or Extra Bombs, the feat description does NOT say you can take it more than once?
I'm planning a new 1st level character for the next time First steps is all that is available to play and I'm trying to determine charisma for the cleric - so if multiple extra channel feats are allowed in Pathfinder Society it might allow a little higher something else.

No. Extra Channeling can not be taken multiple times. PFS runs on RAW, unless a change is stipulated in the Guide to Organized Play, and this is not one of them.
It sounds like you've met a characters that need to be audited and adjusted.
