When speaking of spontaneous arcane casters (like Sorcerers, Bards, etc.), are the following statements true:
I can always choose a spell of a lower level than the slot I have available when it comes to selecting a known spell.
I can always cast a spell of a lower level than the slot I have available when it comes to casting a spell.
i.e. an 8th level Sorcerer gains access to 3 fourth level spells per day, and chooses 1 fourth level spell to know. If I wanted to, I could choose Fireball for the spell known and then use all of the fourth level slots to cast Invisibility if I wanted to, presuming I already knew the spell.
Assuming all of this is true, it is also true that nothing about the spell chosen that changes - a fireball doesn't suddenly become a 4th level spell even though it was chosen in a 4th level slot, correct?

No, it's still a 3rd level spell. Heighten Spell would be pointless otherwise.

You can cast a lower level spell in a higher level slot, as per the magic rules.
This is a nice perk of sorcerers over wizards.
Sorcerer: "What's that? We're fighting some kind of incorporeal tentacle-demon? Good thing I can cast magic missile about thirty times if I have to!"
