Well, the book states to round down unless otherwise stated.
a tiny buckler would have an AC of +0 since you round the .5 down and I can (at the moment) find nothing in the armor section to counter act the general rule.
Rounding: Occasionally the rules ask you to round a result or value. Unless otherwise stated, always round down. For example, if you are asked to take half of 7, the result would be 3.

Thanks. I always forget which way I'm supposed to round - my players correct me all the time.
I guess that it makes sense that something as small as a buckler for a Tiny creature would be pretty useless in defending it's wielder - at least until you get magic involved.

I can see that reading, but since the table is accompanied by
Armor and shields for unusually big creatures, unusually little creatures, and non-humanoid creatures (such as horses) have different costs and weights from those given on Table: Armor and Shields. Refer to the appropriate line on Table: Armor for Unusual Creatures and apply the multipliers to cost and weight for the armor type in question.
I'd say that the intent is that it applies to both equally, unfortunately.
