Figuring out tiers and sub tiers

This is the first time I've had to deal with this and I'm getting myself more and mote confused. We have a regular group of players that are now third level. Tomorrow I'm planning on running Devil we know part 1. We will have two new players starting and one of the regulars wants to try out a new character he's been building. So three 3rd levels and three 1st levels equals 12. 12 divided 6 equals 2 plus 1 for 6 PCs is 3. Devil we know is tier 1-2 3-4 6-7. Guide to PFS organized play says no PC can play at a subtier more than 1 step away from her character level. Question is, is that subtier step or level step. My level ones can or can't play subtier 3-4. Hope I've stated clearly cause my head hurts just thinking about it.

You have it all correct. (For that scenario)

It means more than one SUBtier away, so your level 1's can indeed play in the 3-4 subtier.

Season 4 scenarios:

For season 4 scenarios, do not add +1 when playing with a party of six. These scenarios are built with 6 players as a base in mind.

Your table will be tier 1-7, subtier 3-4, no choice.

Lord help the firsties, because they're probably going to die.

See page 32 of the guide. Looks to me like they should have the option of playing 1-2 due to the force up to 3-4 being due to the 6th player.

If you have an extra GM, consider two tables, one of 1-2 with pregen 4th and one at 3-4 with pregen 4th.

I've found that seating tables of 3 is worse than the heavies playing at-tier and having three backups who need to play extra smart.

Something about the social aspects of the game being quite lost when there's fewer players at the table. (I enjoy running tables of 6, mind you).
