Thoughts on an evil NPC of a different flavor

Homebrew and House Rules

broke down and am finally DM'n a campaign again, its Fire Mountain games evil 6 book AP.
To make things a tad more interesting and as I only have 3 people dedicated I went with Gestalt as only homebrew added.

Anyway, I homebrew all AP's I run, either to clear things up, make them mesh better, or because my players run right over the tracks and head in random everchanging directions, lol.

Anyway, one NPC I had in my evil head is a TWF fighter/Vivisectionist who will hound the PCs and ambush them in camps in the wilderness, between mutagens, extracts, sneak attack, added to full BAB 2 weapon fighter, seems balistic to the Nth.

Opinions, thoughts?

PS They are all caster types even tho I warned them that balance is good

Why is someone who studies anatomy following the PC's around?

He collects living things to experiment on, and kill them for killing his favorite mutation/awakened ape

Well, now you're talkin'.

The Relentless Pursuer is a very special villain:

-He should have resources the PC's don't have. (Connections, friends, money, equipment)
-He should have a frightening world-view
-He should have an extremely high survivability rate
-He should represent something the PC's dread, and remind them of it at every opportunity
-The PC's ought to go to the greatest lengths to hope to vanquish him

Check out Spielberg's "The Duel" or take a page from Friday the 13th

For an added twist, consider a villain superior even to him, and who offers the PC's something to help defeat him. (It turns out he works for this villain, and this is all part of the Uber-Villain's plan to bring the PC's into his trap).
