Advanced race guide race builder question.

Rules Questions

1) Situation: You build a player character race, but it ends up "Advanced" or "Monstrous" instead of "Standard". What are the consequences exactly (other than which racial traits you could pick)?
2) The race can fly, and is small (or tiny). Does it make sense to give it a slow walking speed for minus one RP, if it can just fly at 30 or higher?

Pertaining to question #1, there is a box on page 219 that should've answered this, but it bases the consequences of how the GM responds on RP total instead of power level. If I created something like Tinkerbelle, it could have flight and fay damage resistance, and only cost something like 12 RP, but looks powerful (it would be advanced). The table wouldn't penalize such a creature at all.

Yeah, its true. There is NO penalty for creating a Monstrous race. Let me re-phrase that: There is NO reason for NOT creating a Monstrous race.

Noticed this during the beta, but really thought they had a solution...

I actually like this method. Reminds me of AD&D 2nd Edition. Some GMs are alright with a character being slightly more powerful. Some are not. Either is good. It is kind of bothersome for those who really like balance.

This is the first book I've read of their's that had me asking so many questions. The Powers That Be aren't talkative as of yet and I take no answer as GM gets to figure it out.

The only real solution to advances/monstrous races is to have the GM balance things depending on the campaign/exact racial advantages and such. You can't really introduce any one-size-fits-all solution to using high-powered races.
