When the PC first purchases the item, it is empty. They can then have a spell cast into it before the adventuring day starts at the start of each scenario, as usually PCs have a day or two to prep before getting into the meat of it.
Do note that, according to the guide, the stored spell ends with the end of the scenario. So they'll need to get whatever spell they want recast each game.
