And remember that there's a wild amount of variation between aasimar descended from the same kind of celestial. A planetar-descended aasimar could be bald, but they could also be green-skinned, have a ridiculously statuesque build, vestigal wings, and any other number of features in any combination.
Baldness is just a somewhat common angelic trait. Aerodynamics! :)
(it seemed to really take off during 3.x, but I think planetars started it at least as early as 2E)

The one on the picture is obviously descended from a planetar, but that's not the only form of angel.
i assumed it was referring tothere change self spell they would use to hide there true form. thank you though.

I was curious to ask if the angelkin heritage folks can grow hair? i assume they all look like the pic shown in the book "Blood of Angels" . wondering if anyone can answer my questions.
As others have mentioned earlier in this thread, angelkin—just like any other aasimars—can take incredibly diverse forms. The angelkin pictured is descended from a planetar, but an aasimar descended from an astral deva might have long, unnaturally perfect hair, or one with movanic deva ancestry might have war-torn, unkempt locks.
