Can a Summoner learn new spells from scrolls? Do any GM's allow it assuming one takes the scribe scroll feat?

No and no. As these things erase one of the few weaknesses the class has.

It's the same answer for any spontaneous class. The only ways to get around the limit for known spells, are feats and favored class bonuses.
