When "Azlanti" appears in a stat block in Rise of the Runelords hardback what is it referring to? a template? what is the source for this?

It's a human ethnicity described in the Campaign Setting, Inner Sea World Guide and possibly elsewhere. Pure-blooded Azlanti humans gain +2 to each ability score (instead of the normal human ability score adjustment) which should already be included in the character's statistics.

Silver Crusade

Not that I know of.

The only rule I'm aware of is from the Inner Sea World Guide, p. 12. "Unlike a typical human, a pureblooded ancient Azlanti gains a +2 bonus to all six ability scores. Such powerful humans can become player characters only with the permission of the GM."

Instead of following that, it appears that certain characters in the Rise of the Runelords hardback were given elite stats, inherent bonuses, lots of ability score increasing items, ect.

As Starglim said, they are an ethnic group. Those described in the Inner Sea World Guide are the descendents of an ancient people, their bloodline diluted over the centuries. True Azlanti were likely even more enhanced.

Brief Summary of Setting History:
Ancient Azlant was one of the first civilized human nations on Golarion. The Azlani were culturally elevated by their aboleth masters, and when they finally rebelled the aboleth summoned the Starstone and smashed the nation to itty-bitty pieces. Earthfall also made a mess of Golarion in general, causing the Age of Darkness.

Modern Azlanti are born of bloodlines that trace their lineage to those humans who managed to survive the destruction of Ancient Azlant.
